The project is located in Santa Marinella, a coastal town with a linear development, uniform blocks and no defined urban centre. The competition sought to provide the city with a symbolic urban space that would represent and unite social life. The proposal consists of a building with a simple and easily recognisable geometry, alluding to European squares with solid edges, which will float on a dry square, supported by three buildings of different shapes and functions: the police station, the library and the legislative assembly's audience room. In this way, a representative place is created from the consolidation of a void with a high symbolic content: a civic square delimited by a curvilinear administrative building, supported by the three pillars that maintain the balance and growth of the community: democracy, culture and order. Being elevated from the square, the complex is permeable to the city that surrounds it.
